Kishor Sapkota was a journalist in his home country of Nepal and still reports occasionally for U.S. publications in his native language. He works full-time as a home health aide in Louisville, Kentucky.

Kishor and his business partner, Dipendra Tiwari, tried to open a home health agency that specializes in providing care to the Nepali community, but Kentucky won’t allow him to open because its certificate of need (CON) law.
